Chrome Dark Mode is working to all users. To enable dark mode in Chrome on Windows 10, you need to launch Settings, after that select Personalization and then Color. In 'Choose your color' drop-down select Dark.

Windows 7 and Windows 8 users can also force enable chrome dark mode and start using it.

Go to the chrome icon on your desktop right click it and go to properties and then where it says

Target: put this -force-dark-mode at the end of the target so it looks like this

"C:\Program Files (x86)\Google\Chrome\Application\chrome.exe" -force-dark-mode

and restart your chrome and it will work.
