Cycle Sequencing is used in Sanger sequencing to increase the fluorescent intensity of the fragments. Taq polymerase allows multiple rounds of sequencing primer binding and extension. Just like in PCR, except that there is only one primer instead of two. With only one primer, the amount of template stays the same. So with each PCR cycle, the same amount of DNA is made each time. This is called linear PCR. When used in Sanger sequencing, linear PCR is called Cycle Sequencing.
