To change the login/startup screen (the one you see before logging into any account), 3 conditions must be met. This seeming task is not so easy on a Mac :( but it is still possible if you are okay with the trade-off.
This tutorial will show you how to change the login screen background image on a MacBook Pro running on MacOS Monterey, but the general concept should still remain the same.
