Here is an updated workflow for the popular glitch / rgb distortion effect in Premiere Pro.

So when you search for glitch distortion Premiere Pro most tutorial you find will suggest using the Color Balance RGB effect. Unfortunately that's a legacy effect and will not be supported in future Premiere Pro versions. To achieve the same effect with the Lumetrie Color panel I put together this updated tutorial. Along with a small twist to offset the channels so you get a much cleaner result.
